Holier-Than-Thou: Civil-military Coordination in UN peacekeeping
The strive for UN integration has made civil-military interaction to the topic of the day.
This chapter looks at the civil-military coordination (CMCoord) between UN peacekeepers and UN aid agencies that operate in Mali.
CMCoord in Mali has been highly criticized as malfunctioning, and for being the root of the problem for the blurring lines between humanitarian and military actors. At the same time, MINUSMA is being critiqued for not being integrated enough.
Where the puzzle lies exactly, whether humanitarian principles or CMCoord protocols hinder integration,  is not clear. This paper is based on fieldwork in Mali, and currently only available as a rough draft version.
